{"id":16784,"date":"2024-08-08T07:47:54","date_gmt":"2024-08-08T07:47:54","guid":{"rendered":"https:\/\/globalgreens.org\/?p=16784"},"modified":"2024-08-08T08:22:09","modified_gmt":"2024-08-08T08:22:09","slug":"case-study-carbon-offsets-kenya-indonesia","status":"publish","type":"post","link":"https:\/\/globalgreens.org\/fre\/case-study-carbon-offsets-kenya-indonesia\/","title":{"rendered":"Points chauds de la biodiversit\u00e9\u00a0: Kenya et Indon\u00e9sie"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>Introduction&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La conservation des ressources naturelles a \u00e9t\u00e9 menac\u00e9e par des facteurs anthropiques et li\u00e9s au climat \u00e0 l\u2019\u00e9chelle mondiale. Les for\u00eats ont agi comme des puits de carbone, stockant le carbone et r\u00e9duisant l\u2019impact du changement climatique. Cependant, dans un pass\u00e9 r\u00e9cent, les for\u00eats ont diminu\u00e9 de 50% \u00e0 l&#039;\u00e9chelle mondiale, les for\u00eats tropicales ayant perdu plus de 50% de couverture entre 2000 et 2013 (Hansen et al., 2013). Les pays en d\u00e9veloppement comme l&#039;Afrique ont connu plus de 70% de pertes foresti\u00e8res, en particulier dans les for\u00eats tropicales et \u00e9quatoriales. Une telle perte de for\u00eat entra\u00eene une r\u00e9duction du stockage de carbone, ce qui entra\u00eene une circulation accrue du carbone dans l&#039;atmosph\u00e8re, contribuant ainsi aux effets de serre. Le manque d\u2019implication des communaut\u00e9s et la fragmentation accrue des for\u00eats ont mis en p\u00e9ril les efforts de restauration des for\u00eats. \u00c0 cela s\u2019ajoute le manque de b\u00e9n\u00e9fices directs issus de la protection des ressources telles que les for\u00eats, ainsi que le manque de moyens de subsistance alternatifs.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour relever ce d\u00e9fi, les march\u00e9s \u00e9mergents du carbone contribuent \u00e0 la reconstruction des for\u00eats en apportant des b\u00e9n\u00e9fices directs aux communaut\u00e9s responsables de la protection des for\u00eats dans les pays en d\u00e9veloppement. Cependant, cela s\u2019est heurt\u00e9 \u00e0 des d\u00e9fis tels que la mani\u00e8re d\u2019estimer le stockage du carbone en vue d\u2019un paiement appropri\u00e9. De plus, le manque de sensibilisation au processus de paiement a creus\u00e9 des failles dans les cr\u00e9dits carbone propos\u00e9s, suscitant la m\u00e9fiance entre les entit\u00e9s. Cependant, cela pourrait constituer une partie de la solution \u00e0 long terme pour la conservation des ressources naturelles et un moyen direct d\u2019assurer une conservation durable des ressources naturelles dans les pays en d\u00e9veloppement.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous pr\u00e9sentons deux \u00e9tudes de cas du Kenya et d&#039;Indon\u00e9sie o\u00f9 les projets carbone peuvent fonctionner pour les communaut\u00e9s locales en garantissant qu&#039;elles tirent des b\u00e9n\u00e9fices directs de la conservation des ressources naturelles, en particulier des for\u00eats et des parcours, tout en assurant le stockage du carbone par la restauration et le maintien des \u00e9cosyst\u00e8mes critiques au Kenya et en Indon\u00e9sie. Nous d\u00e9montrons en outre comment les communaut\u00e9s locales peuvent harmoniser leurs activit\u00e9s pour inclure la compensation carbone et cr\u00e9er des moyens de subsistance alternatifs, r\u00e9duisant ainsi la d\u00e9pendance excessive \u00e0 l&#039;\u00e9gard des ressources et r\u00e9g\u00e9n\u00e9rant les for\u00eats pour la conservation des esp\u00e8ces menac\u00e9es et l&#039;adaptation et l&#039;att\u00e9nuation du changement climatique.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Aire de conservation de Tsavo au Kenya<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans le sud du Kenya, il existe la plus grande zone prot\u00e9g\u00e9e continue du Kenya\u00a0: la zone de conservation de Tsavo qui transcende la Tanzanie, d&#039;o\u00f9 le paysage de Tsavo-Mkomazi couvrant environ 49 000\u00a0km.<sup>2<\/sup>. Bien qu&#039;il s&#039;agisse d&#039;une zone cl\u00e9 pour la biodiversit\u00e9 (KBA) d\u00e9sign\u00e9e par l&#039;UICN, le paysage abrite plusieurs esp\u00e8ces menac\u00e9es telles que les rhinoc\u00e9ros noirs, les pangolins (Diceros bicornii), les girafes Masai, les chiens sauvages et de nombreux oiseaux et amphibiens charismatiques qui sont en danger critique d&#039;extinction et end\u00e9miques \u00e0 la zone. Les esp\u00e8ces d&#039;oiseaux en danger critique d&#039;extinction comprennent le taita apalis (<em>Apalis fuscigulaire)<\/em>, la grive taita (Turdus helerri), tandis que les amphibiens en danger critique d&#039;extinction comprennent la sagalla caecilian (Boulengerula niendeni) (KBA 2024).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette esp\u00e8ce en danger critique est pr\u00e9sente dans les for\u00eats fragment\u00e9es et continuellement en danger critique du comt\u00e9 de Taita Taveta (voir figure 1 ci-dessous). \u00c0 c\u00f4t\u00e9 des for\u00eats et des zones habit\u00e9es par les communaut\u00e9s se trouvent des pistes de ranchs principalement destin\u00e9s \u00e0 la production animale, qui servent de couloirs de liaison et d&#039;habitats pour la faune sauvage comme les \u00e9l\u00e9phants et les girafes (Muthiuru et al., 2024). Le succ\u00e8s de la conservation des for\u00eats en tant que puits de carbone cl\u00e9s d\u00e9pend du succ\u00e8s des parcours et des sources alternatives de moyens de subsistance, ainsi que de l&#039;inclusion de ces parcours dans le commerce du carbone dans le cadre de la certification de la biodiversit\u00e9 r\u00e9cemment \u00e9mergente. Pendant longtemps, les parcours et les savanes ont \u00e9t\u00e9 n\u00e9glig\u00e9s en tant que puits de carbone alors qu\u2019ils ont la capacit\u00e9 de retenir du carbone \u00e0 grande \u00e9chelle (Pellegrini et al., 2023, Zhou et al., 2023) en tant que for\u00eats.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXfr7BkjsIbuyi6pgcDMcTQwON8PoAoEMhOo1maIYtPg7qcwRpxjdqW2LO-xtLXC3FNjmNTpZMhe43m9GUW6H0Q2c_Qn4zs9Pboef1TUbsgbhWvwyPkhygVZrDSA8GgUB0z-Y4dzhYXo71sOVaZ4GqS-HCFYGUHGBF5HL_7cfIy_s5oXzfNwSnE?key=hcEwobeNuMOqq7wbXdmcYg\" alt=\"\" style=\"width:657px;height:auto\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Figure 1: <\/strong>Carte de la zone de conservation de Tsavo montrant les for\u00eats fragment\u00e9es<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Paysage de Batang Toru (LBT) Indon\u00e9sie<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le paysage de Batang Toru (LBT) couvre une superficie de 249\u00a0169 hectares, avec des terres bois\u00e9es de 139\u00a0357 hectares, qui constituent l&#039;habitat de 67 esp\u00e8ces de mammif\u00e8res et 287 esp\u00e8ces d&#039;oiseaux, dont l&#039;orang-outan Tapanuli (<em>Pongo tapanuliensis<\/em>), le tigre de Sumatra, le tapir et d&#039;autres. En plus d&#039;\u00eatre un habitat pour une biodiversit\u00e9 de grande valeur, le LBT accueille \u00e9galement des activit\u00e9s d&#039;utilisation des ressources naturelles par les communaut\u00e9s et les industries extractives \u00e0 grande \u00e9chelle. Cette condition exige une gestion du paysage intersectorielle et multi-int\u00e9r\u00eats. Administrativement, le paysage de Batang Toru est divis\u00e9 en 238 villages r\u00e9partis dans 26 sous-districts dans les districts de Tapanuli Nord, Tapanuli Central, Tapanuli Sud et la ville de Padang Sidempuan (Figure 2).<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXcHst6seBnml3LeMttNy6Y_vXYALVlkbrcyoGKy7IBSFt8-COBRMGFrVdR7DfLG6WQrQj8hLkWTXay0n7ALafwpiIu9kiSw8kZsXBBayiOLsl3R6dAiaUJy7dBDZrW9QqvBfmdo3nSHIiCiJXrWCbYE8j4x5sL3oVAUsZ1HEQOyjTiX00y3JA?key=hcEwobeNuMOqq7wbXdmcYg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Figure 2:<\/strong> Le paysage de Batang Toru en Indon\u00e9sie<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malgr\u00e9 sa valeur critique et le fait qu&#039;il abrite des orangs-outans en voie de disparition, au sein de l&#039;\u00e9cosyst\u00e8me, il existe des plantations communautaires et commerciales, notamment des plantations de palmiers \u00e0 huile et d&#039;h\u00e9v\u00e9as, qui menacent l&#039;\u00e9cosyst\u00e8me. En outre, sept entreprises op\u00e8rent dans le secteur de l&#039;\u00e9nergie au sein de LBT, \u00e0 savoir la centrale hydro\u00e9lectrique de Siborpa Eco Power, la centrale hydro\u00e9lectrique de Sipansipahoras, la centrale hydro\u00e9lectrique de Simarboru, la centrale hydro\u00e9lectrique de Batang Toru, la centrale g\u00e9othermique de Sarulla Operations Limited et la centrale au charbon de Labuan Angin.
